Astro Cartography was developed some years back by an astrologer in order to create a map that shows places where certain planetary energies work for an individual. I think it can be useful when planning to relocate to another place. Does anyone have any stories or insight into this technique? Please tell.

Traditionally speaking there are two elements to this: you have the individual countries (not continents), and you have the climates (from the Latin "climata" meaning "region" or zone", but it's a Greek concept) which are basically divisions of latitude. There is a concept called sublimation which is sort of like a hierarchy of destinies. The Earth is the highest, then the climates, then countries, then cities, then us as individuals, and evntually you start getting into animals, plants, and so on. If you wanted to be really thourough in a reading (which no one I've ever heard does or did), you would have to combine your birth chart with all of it's progressions for the future, with charts for cities, countries, and so on. Obviously this can get overy complicated, but this explains how you can have individual birth charts, but at the same time have a major death disaster like the Asian tsunami or 9-11. The logic here is that ultimately your birth chart may get sublimated by the country or city whatever. Doing larger charts like for countries is called mundane astrology and is extremely complicated. In fact I barely know how to do it, and I haven't really been convinced by modern attempts. Traditional texts are a tad incomplete right now. That's why most astrologers deal with individuals because it's a small enough level to deal with easily.
That's an interesting thought there Enlil6. Disaster places have different "climates" that override a natal chart. That had been puzzleing me to no end; wondering how hundreds of thousands of deaths could accur in the same place and same time. Can you recomend a book or web site?
You could probably find Ptolemy's Tetrabiblos online, but the best version currently (there is a new one coming out at some point) is Ashmand's version which is on Amazon. A lot of what I said was inspired by Ptolemy from a Latin book I translated. I think Al-Biruni talks about it too. He's on Amazon as well. Their both cheap books.
