C2C simply means Cam to Cam.

Technically I suppose it could be classed as legal, so long as both participants are over 18, but I doubt there's likely to be any likelihood of the law being enforced when both parties are underage but consensual - the thing you have to watch out for, though, are the ones that claim that their cam isn't working, or that they don't have one etc., but would still like to watch you, claiming to be about your own age as the chances are that they are nothing of the sort, but an adult paedophile.
