Although the devices you refer to are probably ones to avoid acts of infidelity, many forms of chastity belts were commonplace in Victorian times (some typical examples & illustrations shown in story here) which were specifically designed to stop boys from masturbating, using some of the most horrendous methods you could possibly imagine. These were often torturous devices including spikes that would stick into the penis whenever the boy so much as commited the sin of getting a apontaneous erection - something he could surely have no control over, especially during early puberty. Much of the myth regarding the dangers of masturbation leading to the market for such devices stemmed from Dr Kellogg, founder of the famous Cornflakes empire (which, incidentally, was a cereal supposedly invented as a dietary method of stopping the patients in his sanitariums from masturbating). Not only did Kellogg promote the usage of such devices, but it was also his fanaticism against masturbation that led to the standard procedure in the US of having boys unnecessarily circumcised. It still amazes me that someone who was obviously so mentally unbalanced could ever have had so much influence over how a perfectly natural activity, such as masturbation was viewed, and how he could persuade parents to inflict such barbaric pain & mutilation on their children for something that was simply no more than a perfectly natural bodily reaction - especially during a time that was already a period of major confusion for them. What is even more astounding is not only that a screwball as he was able to influence the beliefs of so many people in what was, at least back in the uninformed days of the 19th century, but that his campaign to have boys circumcised at birth so as to avoid their being able to masturbate in later life is still common practice, particularly in the US, to this very day.
