Saddam was part of an earlier CIA plot to kill Prime Minister Abdul Karim Qassim. The CIA later encouraged Ahmed Hassan al-Bakr to seize power, at the time Saddam was an al-Bakr underling. Saddam later went on to seize power and make himself President. So althought the US was involved in some previous events there, they did not "make Saddam president".
