Ok, after reading these responses, here's my idea: Go back into the Kroger store and make sure the same manager is aware of your bare feet. When he begins his rant about safety and such, have an accomplice, maybe both male and female walk nearby in some wild ass shoes. Maybe like the stilleto heels or Gene Simmons boots. Have them "slip and fall" and claim injury at the top of their lungs and claim lawsuits too. Eventuallly you all will leave empty handed but it's a good F-U to the store manager. Other than that, the suggestion that "Barefeet at your own risk" signs should be up. Go to Kinkos and print up 30 or so, nice, professional looking signs and go to the different stores. Hand them to the managers. If you are bold enough, dress in a "government looking suit", have one of those necklace ID card things and a clip board or brief case and claim you're from the board of health. Tell them that since there was such a problem with businesses claiming the Health Dept said so, they're issuing these signs to provide the proper message. They won't know an better until the real inspectors come. They may take the signs down but maybe it will put a seed of thought into their pea brains. And yes, we do live in the USSA. So much for being "free"
