Is growing opium poppy plants legal in all of the U.S.? I live in Illinois, is it legal there? Basically what I want to know is growing the plant perfectly legal, just harvesting opium from it is illegal?
Technically the plant itself is Schedule II. Making it very illegal to grow, sell, or distribute. BUT, in America it doesn't really matter. As long as it's not some huge patch in plain view of everything or the pods aren't all scored. You won't be in trouble for growing a small patch.
