I am pretty new at growing and have a problem

ok i am really new at this every time i get a plant going it gets sick and dies here is my lattest delema my plant is about 14" tall and all is going well however i am now noticing small i mean really small black dots on the top of some of the leaves almost like someone dripped resin on them the plant it self looks healthy as far as i can tell i have looked up some info and nothing is really hitting on this i have cannabis cultivation by Mel Thomas its a good book but i think i need more info i really want my own plant as my habbit is costing me way too much about 400 a month so i really would like my own supply if anyone can help me that would be great
