Ok. Let's just start with the simple things.

    What operating system?

Have you tried booting into Safe Mode?

That happened to me once before too, I just reinstalled windows and I was groovy. You probably removed some files from your windows folder or a virus scan accidentally removed it.

resetting CMOS works, i forget where exactly the switch is but you have to open the case.
    cmos or bios??

Wow, reset CMOS? CMOS = Complimentary metal-oxide semiconductor!

If you have XP boot into safemode with f4 or esc (different with diff computers) then boot into safe mode and fix from there.

We need more info tho, like your operating system, social security number, home address, telephone number. u know the norm..... ;)

To boot into safe mode it is F8, from there in Window XP you can usually get into the admin account. Alternatively, go to Boot in Safe Mode with Command Prompt and log into the Administrator account from there type:
    net user username password
Replace username with your account username and password with what you want your password to be. If it says command completed, then you can log into your account via that new password.
If you have vista then there are a few password recovery tools you could use the best probably being PG Login Now.
This software works for XP and older versions as well.
This software is burned to a disc then when starting your computer press F12 then boot from you cd drive. This software can enable the administrator account, erase the password for any account, or enable the guest account.
You can find this software at http://www.pcloginnow.com/product.html

or when you boot into safemode like instructed above and get to a command prompt type:
    control userpasswords2
    yes thats "control" <space> "userpasswords2"
you can just reset the password there.

Nah you press delete at the very first screen when the computer boots up. I don't know what 'd do if I was in your position. I don't want to know anything about anything anymore.

This would allow access to the BIOS setup on some computers. Same thing for F1, F6, F11, F12, Esc, and some others.

The only way to enter the Windows XP "Safe Mode" at boot is to press F8 right before the Windows XP loading screen.

Safe Mode and BIOS are two totally different things.
