I dont think theyre actually meant for use, unless other methods of contraception are ensured, like I think theyre prone to breakage and are not for the purpose of preventing sti's and pregnancy.
my first husband used them, as did a couple of lovers i was with for a short miserable time. they're like a condom with a sculpted latex head, usually covered with nubs or a lot of soft "spikes". it felt ok i guess, but then my partners were nothing to write home about. if you're going to use penis toys, i find that it feels better either with the texture around the end of the shaft, just below the head, or near the base where it's rubbing against the clit. no they are not meant for contraception or STD prevention. use them only with a monogamous partner, or someone you know is clean, and with other methods of birth control, like the pill.
that looks like something i once saw living in the ocean when i was looking over the edge of the boat. then again, i'm beginning to think i'm sheltered. vending machines? damn, here we've only got o-henry's and skittles...
