If you're only going to be performing an extraction, then the dried material may be best.

However, I tend to frown upon the sale of dried material. San Pedro and Peruvian Torch cactus are legal for sale in the US. They are often used in landscaping... and besides, they are beautiful. I would hate to see them become illegal. When they are sold in their dried form, it brings a little more attention to the plants since the dried material could be perceived as a form intent for ingestion.

I say... you should purchase the live cacti. That way, you could plant one of them and perform an extraction on the rest of what you receive. Then, you'll have more for future extractions as well as having a beautiful cactus growing in your yard. :)

fresh is the way to go.

tea is so much better... its a humbling and sacred way to meet this teacher.
don't extract, just brew up a couple feet, be brave, and drink up.
