Interesting question! I think anyone who says you can't be in love at 15 is crazy ... love is universal. Love is all, love is you ... But at the same time, I don't think you can compare being in love at 15 to being in love at 50, with years of marriage, children, and sharing a home together.
I think you can love regardless of your age, I just think that it's a different kind of love compared to how it is when your older. However that doesn't mean that it isn't just as special.
i think technically you can fully fall in love once you hit puberty, 'cause falling in love is a natural function used to keep mates together to procreate (so i've heard). even so, i guess there are all kinds of love so it's hard to say. really i don't think there's a set age. love develops with time and experience, simple puppy love can become pretty powerful after being fed enough, no matter what age.
