Hey man, I was alarmed by the huge photo and didn't want to scroll the "whole" dick. It does look like a "circ" issue. It might be one of those things where as long as it don't hurt or anything, it's not a problem. In any case, If you're concerned don't be afraid to ask a doctor about it. They get payed plenty, and hear a lot of shit way worse than that.

 

I think you should see the doctor about the flabs

 

I wouldn't worry about the skin unless it suddenly changes color or starts to feel different.It just looks like you healed different and have more scarring than most.

 

I did a fair amount of online research and it looks as if amputation may be the only way to stop it from spreading! You have my sympathy man.
