A couple years ago, they changed their recommendation to "rearface to at least 1 year and 20 pounds though preferably to the limits of the seat".

They just released a new recommendation for kids to stay rearfacing to at least 2 years of age, and longer if the child still fits the rearfacing limits of the seat.

It's a rule in our family anyway b/c they are just safer that way. But I am so happy that they publicly changed the recco :)
