I want to clear one thing up, the fact Kerry conceded. This mean absolutely nothing, it is neither official nor legal. It is simply a sportsmanlike gesture. In 2000, Gore conceded to Bush, then took it back when the networks pulled Florida back into the "too close to call" category. Also, if after the provisional ballots are counted, the defeciet has shrunk enough, I hope to god that Kerry's lawyers will pursue it IF THERE IS EVIDENCE that counting the spoiled votes would make a difference.
