Only seen one pair in my town, some gay converses....

 

shoes over the line here mean dealer in about 9 out of 10 cases

 

means someone sells drugs there. used to be popular throughout the 90's, probably still around today in some cases

 

My friend always said that means you can get any drug you want, my step dad said it means someone in the hood has died, who knows
