My friends tell me that their boyfriends finger them a little before sex and then they jump right into it. Ever since they started having sex with their partners, they pretty much stopped giving head unless they're on the rag or something.

This is weird to me, because whenever I have sex, there's extensive foreplay. Maybe I'm just boring, but before sex, we always kiss and undress each other, then he fingers and eats me out, and then I give him head for a little while.

Also, is the guy less likely to last longer during sex if you give him head beforehand?

Depends. I'm still learning control, and it's been a long time, but I'm slowly gaining more and more.
If she gives me head before, and I cum, I typically have to 'recharge' a bit. If she gives me head briefly, it typically has no effect. If she gives me head for a long period of time, but not to the point of orgasm, intercourse will definitely be on the shorter side.
Now, I haven't had intercourse without a condom yet so I don't know if this will stay my consensus, but the best parts of intercourse are her enjoyment and the intimacy of it all - so length is quite meaningless to me except for trying to sustain her pleasure.
