Well I'm 15, a virgin and o sexual experience. As long as I can remember I have had a bunch of little fleshy bumps on the underside of my penis directly under the head. I know that my dad has Herpies so my mom probably does as well. Is it possible I was born with it? From what I know about herpies it comes in outbreaks and I have had these as long as I can Remember.

Did anyone else have penis rashes when they were younger?

Everyone has them - they are simply hair follicles. If you look closely you will probably also find they are lined up in fairly straight ranks.

This is on the inside of my fore skin they are not hair folicles. I have those little bumps that are hair follicles. These are not them.

look up pearly penile papules and then fordyce spots, one of those is likely what you are seeing

they are normal and can exist on both intact or cut-up(circumcised) penises
