Cambridge is alright actually. Not many hippies as such there but a lot of nice people and a lot of stoners around Christ's Pieces and Jesus Green. There's a LARP (Live Action Role-Play) that runs in Norwich, and although that's not what you're looking for, one of my friends attends it regularly and he's met tons of really interesting people there. He says its a great experience whether you're into that sort of thing or not, and if you're not, it'll be a laugh, and there's drink and nice girls too.
Not sure there are many 'hippy' pubs, but if you want atmosphere, you could try the Belgian Monk near Head in the Clouds....
