The angle of view is also likely to make a major difference. From your own viewpoint, looking down, this gives a misleading perspective view making the penis look smaller - which is probably what leads to so much insecurity.

Sorry that it has taken me so long to reply.. Sorry about the first part of the question i was feeling insecure at that point in time... I am mostly wondering am i the only person whos scrotum pulls their balls almost twards the shaft of their cock making their penis look smaller

That it completely normal Teenhorndog1, could do that for couple reasons, if your cold your scrotum may pull balls closer to keep near body temp, also your scrotum may pull balls closer if your close to orgasm. Hope that helps bud.
