Growing topical plants in the North Atlantic?

I have several varieties of tropical and mediterranean plants as seeds. I want to grow them, but it's far too cold and dark to grow anything like them, so I want to do it indoors. How do I go about doing this? What kind of growing lamps do I use? How do I keep them from freezing? I'm really new to this, any help would be appreciated.
