I would hope that during such a time that mass evacuations are called for that those in civil service would have better things to do with their time than perform routine traffic stops.
idk, they use the environment to create fear.. If it isnt snow storms socking the shit out of peoples, its the flood waters after.. Im asking this just cause someone I know is on flood plane, they aint got shit to begin with and moving such items will require the uninspected, non insured truck.. Are you sticking to the premise that amid an impending flood or wildfire the cops would take the time to check licenses and registrations? Perhaps that would be a good time to set up safety and sobriety checkpoints. Nothing like a roadblock to speed up an evacuation route. Hell, that tsunami is at least twenty miles out there... we have plenty of time and full uniform infraction ticket books to fill out... and court can be held in a FEMA trailer later.
I'll grant you that but dollars to donuts the law officers would be more interested in keeping traffic moving.

Here you got small independent borough and towns, cops there make their living off shit wagons, you know the kinda car you really need to keep out the day light.. no plate and stuff, no licence... I just seem my friends luck to be pulled over because he has to move..
Ahhh yes well I can see the reason you'd post this... but I stick to the spirit of my initial response that an evacuation situation the police would likely be helping all to leave quickly instead of traffic law enforcement.\ I recommend your friend try to find a licensed driver to assist in such a move.
crazy thing about this water here. One hour its fine,, the next hour its raising fast.. One my older houses sat low. I went to visit a friend that evening came home with 4 foot of water in basement.. my moms will get water if river gets to 34ft.. dudes house is less than 30 I believe.
Probably get a ticket and the truck impounded with all of his stuff in it. If your friend needs to leave right now them good luck to him. If he needs to leave in the near future I would probably make a fake license plate with numbers from a truck that is currently road worthy. Not to go joy riding but to have a back up plan. I would make a mold of a license plate, put correct numbers in the mold, some fiberglass, paint, and photoshop for any state insignias. I've never tried it but sounds good. Just popped into my head, one of the drawbacks of having a criminal mind.
I think he gonna go with the snow on the bumper and window idea.. Its not to hard to run bad vehicles on the roads here.. And though I said state. My freinds used to say going through mckees rocks was as dangerous as going to the mexican border ..
