I disagree. It sounds like she is pretty interested, but probably thinks it's wrong or weird (if you were blood-related, it would be). Most people don't talk to their cousins about wishing there was someone around for casual sex, when that person is an obvious candidate and obviously interested. It sounds to me like she has at least some interest.
