    that is a loaded question. because transvestite means you wear clothes that society would view as something the opposite gender would wear, it is up to the opinion of the individual viewing the tranny, or the tranny themself to decide whether the clothes they are wearing would be considered as belonging to the other gender. it really exposes how ridiculous clothing norms are.
