The contraceptives-in-the-rain problem is not quite the same thing as what the OP is suggesting (massive global conspiracies to deliberately drug the proletariat into a compliant stupor).

I'm quite happy to accept that various chemicals are accumulating in the environment (indeed they turn up in the oddest places, flame retardants in the brains of penguins is the oddest one I've heard so far).
