The way reservations are set up are in no way related to communism, they are set up by the American government with a horrifying and intentional crudeness, with no infrastructure or anything, so the inhabitants have no way to flourish, and will hopefully move off their land allowing businesses to move in and rape the land. Even today, hundreds of years after the initial conquest of the indigenous people, the governments of the world have no respect for the native population, and continue a campaign of oppression and exploitation.
