The arm is a different structure bending in an opposite direction at the elbow. The biceps & triceps attach at the elbow joint. The biceps flexes your arm towards your body. Triceps extends arm away.

There's nothing to stop a lady playing hockey or cricket, and much of the padding is universal... As for the elbow itself, the outside of the joint is not as exposed as the knee (without a kneecap) is, try elbowing something, it's not soft and squishy. So an elbow-cap would be rather redundant and would probably just interfere with the range of motion.
