As it says on the tin, boys and girls.

Who has a more annoying laugh?

Both are annoying; but which one would you want to punch in the face first to get them to shut up if you were trapped in a lift and they were laughing hysterically next to you. (well maybe that situation is a tad bit extreme)

I voted "Who the hell are those two prats, I just don't know."

I would have chose "what's a prat" if the choice would have been there

I've never heard Jimmy Carr laugh.. (and I feel it's necessary to disclose that I am American)

As defined by the World's Dictionary

prat: (n) slang - and incompetent or ineffectual person: often used as a term of abuse

In context it might read: "stop being such a prat."
"The guy driving that car is a real prat."
"Ricky Gervais and Jimmy Carr are prats"

Right, I was not fully expecting this. Thanks to YouTube, here's a sample of both.

    Jimmy Carr:

    Ricky Gervais:

For those of you not in the UK. Both are comedians, both are quite popular, both can be funny (at times), and both have annoying laughs. But which is worse?

    Jimmy Carr.

I've never heard him laugh, usually when I see him he's making fun of things and being derisive and arrogant and whatnot; but not laughing.
