lol That's Lon Chaney jr. The Wolf Man. He's dressed like that because he transforms at midnight when he's wearing cloths. The odd thing is though, in the movie when he transforms, one time he's wearing a suit, the next time he's wearing pajamas. Yet both times after the transformation he's wearing that same outfit in the picture.

Also interesting to note; Bela Lugosi was in fact the first Wolf Man, not Lon Chaney jr. In the movie Bela plays a gypsi named Bela, and he transforms one night and bites Lon Chaney, who then kills him. Lon Chaney then becomes the Wolf Man.
