When the Senate considered an omnibus appropriations bill last week that included funding for grants to implement universal mental health screening for almost 60 million children, pregnant women and adults through schools and pre-schools, it approved $20 million of the $44 million sought, Kathryn Serkes, public affairs counsel for AAPS, told NewsMax. Story Continues Below This $20 million matches a like amount already approved by the House, Serkes advised. While the funding cut of some $24 million was a little good news, suggested Serkes, whose organization has zealously opposed the the measure, she said the organization was most worried about the failure of Congress to include “parental consent” language sought by the AAPS. Last September, AAPS lifetime member Rep. Ron Paul, M.D., R-Texas, tried to stop the plan in its tracks by offering an amendment to the Labor, HHS, and Education Appropriations Act for FY 2005. The amendment received 95 “yes” votes, but it failed to pass. According to Serkes, Paul is now mulling offering stand-alone legislation in the next session to once again try and get a provision for parental consent. The federal bill on its face does not require mandatory mental health testing to be imposed upon states or local schools, explained Serkes. However, the HHS appropriations bill contains block grant money that will likely be used – as is often the case with block funding – by the various states to implement mandatory psychological testing programs for all students in the school system. The spending bill has its roots in the recommendations of the New Freedom Commission on Mental Health, created by President Bush in 2002 to propose ways of eliminating waste and improve efficiency and effectiveness of the mental health care delivery system. Although the report does not specifically recommend screening all students, it does suggest that “schools are in a key position to identify the mental health problems early and to provide a link to appropriate services.” The bottom line, explained Serkes, is that a state receiving money under this appropriation will likely make its mental testing of kids mandatory – and not be out of synch with the federal enactment. The other telling point, said Serkes, is that although the relatively minimal funding at this point is certainly not enough to fund mandatory mental testing for kids countrywide, it’s an ominous start: “Once it’s established and has funding, a program exhibits the nettlesome property of being self-sustaining – it gets a life of its own. More funding follows.” Officials of the AAPS decry in the measure what they see as “a dangerous scheme that will heap even more coercive pressure on parents to medicate children with potentially dangerous side effects.” One of the most “dangerous side effects” from antidepressants commonly prescribed to children is suicide, regarding which AAPS added, “Further, even the government’s own task force has concluded that mental health screening does little to prevent suicide.” Meanwhile, Rep. Paul says the mental testing scheme is a looming feature of "Big Brother" that if unchecked will push parental rights out of the picture: “At issue is the fundamental right of parents to decide what medical treatment is appropriate for their children. The notion of federal bureaucrats ordering potentially millions of youngsters to take psychotropic drugs like Ritalin strikes an emotional chord with American parents, who are sick of relinquishing more and more parental control to government. “Once created, federal programs are nearly impossible to eliminate. Anyone who understands bureaucracies knows they assume more and more power incrementally. A few scattered state programs over time will be replaced by a federal program implemented in a few select cities. Once the limited federal program is accepted, it will be expanded nationwide. Once in place throughout the country, the screening program will become mandatory. “Soviet communists attempted to paint all opposition to the state as mental illness. It now seems our own federal government wants to create a therapeutic nanny state, beginning with schoolchildren. It’s not hard to imagine a time 20 or 30 years from now when government psychiatrists stigmatize children whose religious, social, or political values do not comport with those of the politically correct, secular state. “American parents must do everything they can to remain responsible for their children’s well-being. If we allow government to become intimately involved with our children’s minds and bodies, we will have lost the final vestiges of parental authority. Strong families are the last line of defense against an overreaching bureaucratic state.”
This is not news to me. Soon it will be required by government law that ALL children undergo psychological testing TWICE a year.

I heard about this two days ago. I am currently helping to lobby to get some restrictions put on it-since it's already been put into action. The whole thing was passed in a very hush hush way as to not cause uproar.It's awfull. I gripped about this for hours yesterday so I am spent.
Soon, mandatory psychological testing will include ALL people. That's why people need to stand up and inform others about what is going on, such as what Pear Tree has done in creating this thread. This psychological testing is particularly frightening because, of course, all the critera for these tests will be devised by none other than the pharmaceutical companies. So, this legistation would serve not only as a way to force children into the system, but also make the pharmaceutical companies richer as more and more kids are forced on their drugs. It's all about power, money and control. It's absolutely sickening that children are unwillingly being subjected to this, then are often foced to be placed on powerful stimulant drugs to essentially make them robots, and conform to their standard of normalcy. This is all part of the "New Freedom." This Orwellian nightmare is getting worse and worse, and will continue to as long as people continue to comply with this fascism.
Look, America is fucked. We all need to admit this. And anyone who gives a shit about their own physical freedom (not freedom of mind, since only you can give yourself that freedom), should seriously look into emigrating OUT of America. I hate, really hate, to talk like that, cause it only spreads paranoia, but it's pretty reasonable, when you look at what is happening to America. And on the bright side, most developed countries in the world enjoy a far higher standard of living, and a far brighter lifestyle than here in America, so look at it that way, too.

Yeah, but it's not just happening HERE, which is the major misconception. Something that a lot of people fail to realize is that what is happening here, is also happening in other places around the globe as well, especially Europe. If you believe that there is indeed a New World Order -- which I am not sure you do after reading some of the things you've written -- then you might understand that once the shit hits the fan here (ie: economic collapse), it will likely happen all across the western world as it would devistate the global economy, creating the same chaos it would here, and the governments' need to contain that chaos. If anyone is spared, it would be the Asian countries, such as China. I know you're against standing up and feel that people are better off just giving up and saying "fuck everything." But that's not how I feel. People are waking up, and I think it's important to fight and try to wake as many people up as possible. That's just my 2 cents.
Yes, they are waking up. People I've known for a long time that I never thought would be open to the info I'm talking to them about are actually receptive to it! Believe me, these are people I consider "rednecks" in a way (I like them though, good people, just uninformed). It's very heartening. I was thinking of leaving the country not too long ago, but I don't think it would do a lot of good due to the things you already mentioned in your post.
I understand what you're saying, and yeah I believe too that it is important to wake up as many people as we can, but I doubt it will happen in time. I've just sort of come to a noncaring position, a spiritual position that really doesn't give a damn about the things of this world such as governments, societies, that kind of shit. About your idea of waking up as many people as possible, I have this to say. What is the most concise and clear message that we can create (such as a short document concerning this), and then where and how can we publish this information (through the internet, flyers, etc.)? If there was a clear and logical sounding text, that encompasses everything in brief, I think many people would be willing to spread the information. and just one more point- I really don't think we are going to wake up one day and there is going to be some police state. I think the first and most logical step, would be to medicate the minds of the population, which is already happening, obviously. Then slowly, more restrictions and more restrictions (look to gun control, freedom of privacy, that sort of thing). But, as for INTELLIGENT people, people who seek intellectual freedom in activities such as reading, music, and art, I really don't think we have anything to worry about. I mean, I doubt our government would just close down all libraries, and make reading books illegal, overnight. So, I'm not worried. And look at how much music is going on nowadays, even though most of it sucks. It's not like music is going to become illegal. Now, if there were an economic collapse, perhaps there would be a reign of chaos for a short period before some form of government (state of one-world) regained control and made it civil again. But think about it, if suddenly a police state were formed, the entire country would revolt, and if I were a part of the ruling elite, I certainly would not go about my plans for one-world government in that manner. Like I said, the slow medication and dumbing down of Americans through the educational system is the first slow step. Don't worry, we will still have our intellectual freedom, or let's at least hope so. And, if a one-world government were formed, it would obviously present itself as the solution to all of mankind's problems and the only hope for peace, and thus, they would not be able to do great evils in the eyes of the common man, without that man revolting. This must sound naive, even to myself, but we will probably always have intellectual freedom, at least for a while. Don't sweat it too much (I hope).

One where people are forced to be tagged like cattle, with microchips, and those who choose not to comply or go along with the proposals of the new dictatorship will be thrown in detention camps (or killed).
