If a tree falls and nobody hears it does it actually create a sound? Why [not]?

No, it will not make a sound. it will make sound waves but if there isnt an ear and a brain to interpret them into a sound it will only make sound waves and not an actual sound.

Objective phenomina (ae?) are not dependent on humans observing or being aware of such.

By making sound waves it has created a sound weather someone is there to intercept and process those sound waves.

Say you plugged your ears and could not hear but yelled at a deaf person, would that mean no sound was created because neither of you could hear the sound coming out of your mouth?

    Sound (take your pick):

    1. the sensation produced by stimulation of the organs of hearing by vibrations transmitted through the air or other medium.

    2. mechanical vibrations transmitted through an elastic medium, traveling in air at a speed of approximately 1087 ft. (331 m) per second at sea level.

i suppose the question relates less to what we think sound is, and more to whether or not what we perceive remains consistent when we are not perceiving it/them.

Yes, whether you heard the sound or not.
If I sneeze, and you don't hear it, I still sneezed, and it still made a sound.
