I wouldn't hesitate to go barefoot when I was studying in creative arts, but now that I have moved universities and am now studying in Science, I am a little more hesitant to do so. A lot of the campus grounds are really rough bitumen so I mostly just wear thongs (flip-flops to anyone not from Australia) and just take em off in lectures and out on the grass.
as far as climate, i would suggest any university in the deep south, florida, southern california, the southwest. These parts of the country don't really have real winters so you'll be able to go barefoot year round. as far as liberal attitudes towards barefooters, i don't really have any suggestions. i'm pretty sure any US university that you apply to will not appreciate barefoot students in the classroom.
I think just the opposite. Colleges tend to be pretty liberal, live and let live places. I think most will be fine with bare feet.

I won't stop; I just won't be able to do it full-time. Plus when winter comes, it's a bitch. 40 below isn't good for bare skin.
Blue-Orange: You can use leather flip flops inside buildings and classrooms. Its not considered barefoot if you use them. Once out you can pack them in your backpack. Keep them there just incase you need them. I love to go barefooted but the leather flip flops help me feel like "almost" barefoot.
Yeah it is. I go barefoot down to 30, 20. Not everybody does or WANTS to. Every body varies. It's ALL variance. But you can go barefoot in snow. Just do a little bit at a time and get used to it. Going barefoot is like a sport. You have to TRAIN to do it, and to do it well.
I have a pair of these leather hippie sandals which are about a 1/4 or less in thickness, kind of gives you an almost barefoot feeling.
I know I've said it before on a different post, but -40F is mind numbing, I cannot fathom that kind of cold. I went out on a very cold day here, south east Texaswise, at +25F with acutal snow (about 3/4 inch) and barefoot I could only stay out about 5 minutes before the numbing cold sent me in doors. LOL
25F is tee-shirt and shorts weather for brief runs outside among North Dakotans. If it's 25F in January, it feels like the first 60 or 70 degree day of the year, if that makes any sense to a Texan. From my experience, there comes a point where you can't even differentiate temperatures. Usually if it's -25F here, it's a very evil temperature because there's almost always a northern breeze with it that makes it un-fucking-bearable and numbs your face, or even your thighs if you're wearing jeans. It takes your breath away if you're not wearing a scarf, your nose runs profusely and your eyes hurt after about 30 seconds, and it's just generally unpleasant. At -40F, it's usually because a cold front came through the day before and we had a day of windy -25F, but overnight it cleared and high pressure settled in, making it completely calm. So it actually feels about the same, if not slightly less terrible than -25F. I've seen -40F mornings and -30F mornings and I honestly couldn't tell you the difference, aside from the lack of ice fog from car exhaust in the latter.
