Hendrix was neither the best, nor the worst. He just was.

You can imitate the song, and do it fairly well, but you can't bring back the man.

He had that mix of total improv with some amount of formula, I'd say mostly on the side of the improv. That's why his playing was often sloppy and repetitive, when playing live. Like any artist, he had his better, and worse days.
