Actually, it isn't as simple as "body temperature". Testicles are at lower temp than (for instance) the inside of the ear canal or the mouth. However, the difference isn't very significant; I doubt that it could be "sensed" as being "cold".

Male ejaculate IS body temperature because the fluids are body temperature.. sperm are stored at in the testes away from the body at a cooler temperature, however the fluids that compose the vast majority of semen comes from within the actual body, and not away from it via the testes.
