Tell him to go to walmart and get a cheap target or you will report him to DNR.

Maybe you ought to read up on the laws in your area before you decide your right to enjoy your peace trumps his right to shoot birds. It kind of irks me when people decide that they'd like to stomp all over others' "rights" in pursuit of their own. However, if he's not in compliance with local ordinances and laws, then by all means, report him.

    Depends.

If they're songbirds or something, anything protected, etc, he could be compounding many years worth of prison time.

If they're garden variety pigeons or something, nobody will give a fuck.

Talk to your local game warden/parks and wildlife management officer. They should be able to help you. They also have rather lean requirements for search warrants, compared to normal law enforcement, they just can't do anything until they see an offense under their jurisdiction. ie. in many places, they could sneak around with no warrant, until they see him shoot a golden cheeked warbler or whatever, and then grab his ass.

What you need to do is call your local department of conservation. It would be better than calling the police becuase the department of conservation is the law enforcement is the law enforcement agency that deals with this type of thing.

If it's not illegal for him to shoot songbird which I'm pretty sure it is. If he's doing it at night then you could call the police and they will come and ask him to only shoot birds during the day and write him a warning for a noise violation.

Your only other option would be to buy a 24 pack of Milwaukee's Best and rum up to wal mart and buy a twelve gauge shotgun and for a total investment of 180 dollars you can go shoot birds with him which by the way is a great way to enjoy nature.
