    I wonder how many scenarios could have led to this.

    Maybe someone did it intentionally to distract from an even bigger drug deal going down elsewhere. It could be shit weed that was stored for a long time, or weed that went moldy.

    Probably not, though. But what could have caused it?

    I bet someone dies over this loss. Or maybe they already have.

    I wonder if you could float a bunch of pot offshore for storage, making sure that it's stored in waterproof bags, and kept in one spot using a sea anchor.

    But then, the heat and light would tend to deteriorate its potency, probably.

    Maybe it was put there intentionally, to move it using ocean currents, for later retrieval.
