Looking at it, the piercer probably had no clue as to what they were doing. Probably a home job. For one, you wouldn't use a regular ink pen, you'd use a special ink. Secondly, the piercer didn't clean the piercings too well afterwards or use a cream to stop the bleeding. Third, I cannot think of a real professional piercer that would put a ribbon through fresh piercings, the risk of infection is too high, plus it would add to the pain.
