In the U.S. lying to congress is a felony. I'd like to see that written into law for all current and future politicians where if they are caught lying or misleading the public they would be banned from holding public office or even being involved in politics at a minimum.
I suppose it depends if you tend to lean to the utilitarian or the deontolocigal. If you think it is a basic tenet never to lie, or in the alternative, a person has a right not to be lied to, then that would be deontological. In that case, no, you could not lie to a politician. If however, you think that it depends upon the circumstances and how much pain versus happiness the lie caused, that would be utilitarian. In that case, it would just depend on the circumstances. If lying to a politician caused more harm than good, then it is wrong. If it causes more good than harm, then you have a moral imperative to lie.
If you need to lie, lie. I don't think it's ever not ok to lie, it's a choice. Whatever you need to do, whatever works.
