Pre cum is semen....and yes, pre cum is loaded with sperm just as is the final ejaculate. I think you're asking the latter....could there be sperm in the pre cum? When you say he inserted himself, I assume he was erect. If he was erect, then he was excited, if he was excited he was likely producing semen loaded with sperm.
