one way is to stay a permanent resident somewhere, or what state you were born in. as there are plenty of training opportunities out there. heavy eqpt operators, machining, lab tech, ...

there are professionals who make a lifetime career of answering the topic question. i suspect they might have better answers to it then any of us here. of course, that is not to presume there might not be one or two of them among us.

there are many partial grants of various kinds. most of which are in the form of loans however, or require some other specific commitments.

and even then, few if any of them will cover everything. taanstafl, as mr hienline once said.
