One of the best places to purchase on line is Cheap Joes: http://www.cheapjoes.com/art-supplies/31125_holiday-sales-event.asp They have pretty good prices.
eBay is one of your best friends Student quality oils are the cheapest, they're not amazing but they're not bad - they're not as vibrant and they're not as fluid or silky as the artist quality, but the artist quality stuff can get pretty expensive.. the prices range depending on the colour cos of the different shit that goes into making them. Start out with a basic palette of 5-8 colours, and go from there. A lot of the colours that are sold aren't really necessary.. there are subtle differences which are cool to play around with when you've got cash to throw around, but the majority of the stuff is pretty pointless cos you can mix your own hues out of a small palette. Edit: If you're looking to get an easel, go for an H base - tripods are shite in my opinion, not stable enough.. nothing worse than having your painting wobble around like a nutjob. Way cheaper way is to screw 4 or 5 screws into a wall in a line and hang your canvas on them.. make sure they're straight though, obviously, and that the canvas hangs flush against the wall - stability!
Uhh... I'd probably go for: Ultramine Blue Burnt Sienna Yellow Ochre or Raw Sienna(I prefer yellow ochre cos it's warmer, but for sunsets and shit I use raw sienna cos the ochre goes slightly greenish when you mix it with blue) Alizarin Crimson Cadmium Red(don't need to use a lot in your mixes, it's strong) Cadmium Yellow Titanium White(big tube, you'll be using a lot) - just white, won't show up in colour - you know what it looks like Paynes Grey is good for starting off, cos shadow tones can get pretty confusing at first. I thought so at least.. mix a bit of this in to whatever colour you wanna shadow-ify and you're good to go, but it is a bit dull and can kill the vibrancy if you use too much. That's pretty much it, I think..
Online? Anywhere man! eBay, amazon, art shops. Just do your research and find what you need most: acrylics, oil, canvas boards? It's all pretty simple once you know what you need. I like to go to small art shops and even it costs a little more, it feels nice to help a little shop up that cares to bring your needed products. Otherwise bigger brands like hobby lobby and michaels are well known for their arts and crafts supplies
