Just trimm. shaving all the way down and you run the risk of ingrown hairs

 

or just eat a few of Monsanto Cucumbers and it just falls out

 

Some Korean's shave off their eyebrow hair & they are replaced with just a black tattoo over the area instead. Just needs regrowth trimmed occaissonaly.
One at work had this done before she got a job at my workplace & many of us never knew the difference from a distance or from about a few 100 mm away& looked like the real thing.
