I'm thinking maybe Close Encounters of the Third Kind...Is it that scene where the aliens emerge, later in the movie after they've had their famous jam session? I say that because I remember that scene being very bright, like the picture you posted, but it's been a really really long time since I've seen that one so I could be wrong.
