It used the budget reconciliation process which requires only 51 votes for passage. This is the best momentum that could be mustered over the course of a year within the Republican party itself in a monopoly situation in Trump's honeymoon period. None of the Democrats voted for it. All of the negotiating that eeked out a passage was done on Republican Senators such as Murkowski, Collins, and Corker. It required giving personal presents to Senators such as drilling in the Arctic National Wildlife Refuge for Murkowski and promises of trying to deal with the bill's damaging effects on healthcare in a separate bill that supposedly will be written later for Collins. This tax bill was different than the tax reform that occurred during the Reagan years which was actually a bipartisan effort that needed 60 Senate votes for passage. The mindset changed significantly after the 1980's with Congress relying increasingly on the reconciliation process for legislation such as tax reform that would be better served in the long run by using a bipartisan approach. Ben Carson had the audacity at Trump's public ego ceremony to pray to God for giving us Trump and to ask God for bipartisanship and fiscal responsibility after passage of a highly partisan bill that raises the debt by over a trillion dollars.
