That's inaccurate. You do not need to use a Google server to use Google advertising.

This information is for the advertiser, rather than sites showing their adverts as a means of making money.
The later would require everything from HF to me going through Google who know my location. Google cunningly achieve this information in conjunction with Microsoft by using my browsing history and information from any GPS devices linked to our server.
During a period when our internet line was down and we were running on a wireless connection, we were receiving adverts from companies that I could see from my lounge window, despite the fact that the site that I was on was 4000 miles away.
Unfortunately, advertising funds the internet and also has allowed the growth of freeview television by using similar systems.
