That's not how it works. The congressional appropriation is handed over to the executive branch for distribution. It's entirely under the president's legal control.

The WHO clearly propagated lies supplied by China's government. They did the exact opposite of the WHO charter which is to prevent the spread of diseases thereby preventing pandemics. Something they used to do well. But this particular event was completely botched by the WHO, they don't deserve a sliver of copper.
