I'm not sure about how to remove the crowd noise. I don't normally mess with audio editing software, but if you want to improve the quality of the file you could use dbPowerAmp. It is freeware and you can get it from here http://dbpoweramp.com

I think that Luxuriosity has a program that can remove hiss and clean up bootlegs and even out sound levels. I'm gettin it so I can clean up so I can clean up some mid 80's G.D. bootlegs after transfer to mp3.

it's not that i want to totally eliminate crowd noise. i just want to reduce the volume of it somewhat. some of the bootlegs that i have contain crowd noise which drowns out the music. i also want to increase the overall quality of tracks which sound almost like noise because of bad tape quality.

You can't actually INCREASE the quality of the file...as for what software you need, that depends on exactly how professional you want the end product to be; Goldwave and Cooledit are good for cleaning audio files, and can open/save to MP3's...however, if you're wanting a pro suite, I'd have to go for Steinberg Wavelab or Sony Soundforge. ;)
