In addition it's cheaper than shipping by pipeline or shipping it from the gulf coast, and Russian oil has a high sulfur content preferred by our outdated refineries. Domestic production is down due to the low prices oil demanded in the Obama era as he lifted the restrictions on selling our oil to foreign countries. As a response OPEC continued to pump more and more oil to lower the price per barrel. OPEC can absorb the lower prices, the U.S. can not. The result was the U.S. market fell and investors stopped supplying money. Production fell as a result. OPEC and Russia then limited their production to raise the prices again. The U.S. started to again enter the market...but then COVID struck restricting demand and prices fell again. The U.S. again limited production. Now the Russians have invaded Ukraine causing the world oil market to panic, raising prices. COVID is petering out, the job market is way up, and world wide markets are rebounding all causing an increased demand for oil. Meanwhile shale producers decreased production ~ 2, the number of new wells decreased this month even though there are viable legal oil fields ~ 3, oil companies are making record profits ~ 4, BP and Shell pulled out of Russia, and Biden is resisting the call of many Congress members, both Democrats and Republicans, for a ban on Russian oil imports which will further raise prices. Complicated.
