In his response to the Jan. 6 committee issuing him a subpoena, Trump claimed again that he authorized 10,000 National Guard troops before Jan.6 to protect the Capitol on Jan. 6. He said it was rejected by DC Mayor Bowser and Capitol Police who, he says, report to Pelosi, which apparently, to him, means Pelosi is to blame. Trump: "The Department of Defense timeline shows that National Guard troops could have easily been present at the Capitol before January 6th and that I fully authorized this recommendation and request. Following my authorization, the Department of Defense was surprised to receive a wholesale refusal, in writing, from D.C. Mayor Muriel Bowser and the Capitol Police, who do not report to me, but report to Speaker of the House Nancy Pelosi. The law requires their authorization before any troop deployment could be utilized in Washington, D.C."

Another actor in the Trump administration. Miller became acting Secretary of Defense after Trump fired Esper by tweet after the 2020 election. Esper had been against using U.S. military troops against protests by BLM. Esper had taken over for Mattis resigned after a dispute concerning Trump wanting to immediately reduce troop levels in Syria.
Trump can always fall back on the assertion that he 'thought about' deploying the National Guard for Jan. 6. In his perception, that would make it a direct order.
