Trump was frustrated he couldn't convince Congress and his own party to spend U.S. taxpayer money on his border wall. He used family separations to try to jerk Congress into giving him the money. He used a similar tactic of threatening to deport DACA recipients. His grand finale was the shutting down of the government (the longest in U.S. history) to try to coerce Congress. None of it worked. He ended up declaring a fake national emergency and used military money to build his wall, money taken from other military projects to be back-filled later by Congress. Trump could use the same tactic of declaring fake national emergencies to go after groups he doesn't like in a second term.
