    1. If they were Military UAV's you wouldn't see them. They fly too high & have no lights on.
    2. If they were Law Enforcement, there wouldn't be so many & they'd be above 500 ft.
Conclusion: Hobbyist RC Aircraft, Toy Drones, or Google Earth Updating Maps.

Most are being flown at night. Which I don't think Google maps would be doing. Heat signatures on them do not match hobby or toy drones . Or that of commercial drones. According to some reports.
The high number of recent claims are being dismissed by authorities. The flight paths of three major airports are in that part of New Jersey. So that accounts for a lot of the dismissals as being commercial passenger flights. Or commercial helicopters. Latest reports are saying that 23 to 25 % of the reports are valid sightings.

Ya know ... I really want to know how you measured their heat signatures of objects that far off, from the ground. But if the explanation is more than 25 words, I'll remain in the dark.
That said...let me know if Cows start getting tipped or People begin getting abducted.

Otherwise, I'll go for an option I hadn't considered initially. Utility Companies using THermal Imaging Drones at night to check for Pipe Leaks or Damaged Power lines, or other infrastructure issues.
And Maybe, Just Maybe I was wrong about the 500 foot ceiling ro law Enforcement Surveillance.

If they are hostile actors like Russia or China, I would guess the mission is to survey the region, esp. military and civilian infrastructure.

Using advanced sensors, imaging, as well as coordinated action, the data obtained would be exactly what is needed prior to an attack.

Along with this, they could be pinging cell towers, inserting malicious code to override and control the system. Communications could be monitored and disrupted remotely.

I'm really surprised at the lack of response and information not being made available to the public. Either nobody wants the responsibility of checking this out or due to incompetence or they know what it's all about and are being told to be quiet.

I think it could be drone pilot training. By whom? There are probably drone clubs and maybe they're pranking the public and law enforcement.

If they are breaking laws, why is nothing being done about it? Do we need new laws?

I don't disagree with that and if they were "foreign agents", they wouldn't be flying with Christmas lights to dazzle the monkeys.
I have to say? At least the pinkagone didn't have a general "giving clues!" so people would look up, like that first time.
I have no ideas of what beyond "Big psyop by clumsy inexperienced (with people) guys" the goal or purpose? With whats running things these days it could be anything.

I saw a news blip with a senator hawley claiming the briefing they got was a run around.
Then the news guy said we usually get leaks off of your briefings about a half hour after they happen and we didn't get any leaks - he seemed to think that was secretive but the senator said probably because they didn't have anything to say besides the runaround.
but the Senator claims he feels that the government should tell the American people more...of what they haven't told anybody.

911 2.0? The mega quake? Whatever it is, I do think it's possible they don't want to say that a lot of those drones are from other countries news, because now they can get their own first hand footage.
You never see a battle where there aren't some reporters and now they can put reporters way up in the sky and nobody gets hurt. I bet everyone is doing it and they think people would shoot at them more if they thought there were reporters

The Tom's River in South Jersey is a East - West river. The air corridor above it is restricted airspace for military airplanes flying home from Eurasia/Africa to glide to landings at Lakehurst Naval Air Station. One does not normally see commercial air flights in this corridor. The level of military air traffic may indicate tensions in the Eastern Hemisphere.
Here, we are conditioned to look up, and identify military planes and Gvmt hellicopters.
If you have Led Zepplin I, the album cover was taken at Lakehurst NAS.

So drones should not be operating in this space.

Certain Jersey people may be conditioned by their grandparents telling of the Halloween 1938 broadcast of H.G. Well's: War of The Worlds narrated by Orson Wells. The Martians were invading New Jersey. People were terrified.
This theme was reprised in the 2005 Tom Cruise movie of the same name when Jersey was again targeted. A minority retain a sort-of paranoia about space invasion that helps to fuel todays hysteria about drones.
